The statement was based on the explanation, provided by one of the prisoners, Shavleg Gurgenidze to the GYLA lawyer. In his explanation, the prisoner mentions specific convicts in the law-enforcement facility #8, who force other prisoners to abide by their requests and who are under the patronage of the prison administration.

We appreciate the initiative to amend the outdated applicable law, though it should be noted that submitted version fails to meet current challenges and does not ensure compliance of the norms regulating state secret with international standards, that was the aim of the law.

The Ministry of Interior, without any justification, disallows him to leave the territory and restricts his constitutional right to free movement. Saikhan Muzaevi intended to continue his studies in the Great Britain. He received relevant visa and paid accommodation and tuition fees. On January 13, 2014 representatives of the Ministry of Interior stopped him in Tbilisi international airport and disallowed to leave the territory of country without any legislative and factual explanations. Later, he attempted to leave the country 12 times, though on each term he encountered similar illegal conduct from the Ministry of Interior.
