Results of the Election Day Violations by 14:00

At 14:00 GYLA continues observing the voting process.  In general, the election environment is calm. However, a number of grave violations was identified as well. Following dissemination of information about the violation at the precinct #32 of the Zugdidi District, GYLA mobile group observer visited the above polling station. According to the information available to us, approximately at 10:00, Tsinara Abuladze, whose son – Gogita Abuladze went missing two years ago and their relatives arrived at the precinct #32 of the Zugdidi District. Tsinara Abuladze requested to conduct investigation on the case of her son. According to the information available to GYLA observer, the voting process is suspended, because the voting booths are crashed, the ballots are dropped out from the box and scattered around the polling station.   It should be noted that in the 2012 pre-election environment evaluation report, GYLA mentioned that 75-year old Tsinara Abuladze was beaten by the police with a stick on June 16, 2012, which is confirmed by the neighbors in writing.

Election Day Observation Results by 10:00

By 10 am the electoral environment was calm. The majority of the electoral precincts, in which GYLA observed the opening procedures, were opened in a timely manner and were ready for the first voters. Assessment of pre-election environment by nongovernmental organization: Local self-government elections 2014

The monitoring conducted by three nongovernmental organizations showed that, compared with the 2012 parliamentary elections, during the 2014 pre-election period, there was a smaller number of different types of violations of electoral law, including the cases of the use of administrative resources for campaign purposes and the instances of voter bribing and intimidation and detention of political activists. However, the number of problems during the pre-election period of the 2014 local government elections was much higher compared with the 2013 presidential election.

GYLA Election Observation Mission

Georgian Young Lawyers’ Association held press-conference about the June 15,  2014 Local Self-Government Election Observation Mission. Since its establishment in 1994 GYLA has been actively observing the elections of legislative, executive, and local self-government elections. Georgian Young Lawyers’ Association publicized the second preliminary report of the pre-election observation. The organization observes the pre-election period through the regional offices in nine (9) regions of Georgia: Adjara, Guria, Imereti, Shida Kartli, Samtskhe-Javakheti, Kvemo Kartli, Kakheti, Mtskheta-Mtianeti, Samegrelo and in Tbilisi. The present report covers the period from May 1 to June 10.

GYLA’s statement about the lifetime prisoners

GYLA voices its position about the fact of announcing hunger strike by lifetime prisoners. In view of sensitivity of the issue and high public interest we would like to make some explanations.   Criminal Code of Georgia envisages lifetime sentence as one of the types of punishment. Moreover, the punishment may be applied only in case of especially serious offence.

GYLA's statement about Zugdidi incident

We are deeply concerned about physical confrontation that took place in Zugdidi on June 6 and call on all individuals to refrain from violence. According to information released by media yesterday, on June 6, members of Paata Kardava's Family, disappeared military intelligence operative of the Defense Ministry and some other  individuals held a rally. Participants demanded investigation of the case and punishment of Tengiz Gunava, candidate of the United National Movement to the post of local governor in Zugdidi and other former high officials.

GYLA voices its position about the developments in Marneuli District Election Commission

On June 5, 2014, head of Marneuli District Election Commission annulled the registration of Akmamed Imamkuliev, candidate of the United National Movement to the office of Gamgebeli (local governor) on the basis of the statement of the monitoring organization "Free Development and Rights' Protection Association". Allegedly, the candidate failed to meet the country residence criteria, in particular he has not lived permanently in Georgia for the past two years. The decision of the District Election Commission(DEC) was followed with verbal confrontation. On June 5 GYLA's monitors were in Marneuli and observed the developments in the Commission.

Successfully Litigated Cases in May

With GYLA’s assistance, criminal persecution was terminated against the juvenile offender Minor G.S. was accused of assistance in theft. Prosecution motioned in court for application of GEL 5000 as preventive measure. GYLA’s Tbilisi lawyer did not agree with prosecution’s preventive measure and motioned for application of personal guarantee.
