GYLA continues to monitor the course of the polling day in Tbilisi and 35 election districts throughout the regions.
As of 09:00am, special units are mobilized nearby precinct N69 in Saburtalo N3 District and precinct N31 in Krtsanisi N4 District.
There were individuals mobilized outside the precinct, who were registering voters. We would like to clarify once more that it amounts to indirect control on free expression of voters’ will.
Further, in the last few hours GYLA’s observers identified the following violations:
• Active concentration of police outside precincts N16, 29 and 31 in Krtsanisi N4 Election District. Police officers are asking people who have arrived at the precinct to identify themselves and explain why they’ve come;
• Mobilization of police and public servants outside precinct N49 in Dusheti District. This is one of the largest precincts in Dusheti District’
• Confrontation between activists of political forces outside precinct N8 of Saburtalo N3 District;
• The process of inking remained a problem at several precincts. The liquid does not leave a mark due to its poor quality. Despite complaints, polling continued with use of poor quality ink or without inking;
• Violation of rights of an observer at precinct N49 in Dusheti and precinct N32 in Kaspi;
• Participation of persons who have already been inked in precinct N58 of Saburtalo N3 District;
• In precinct N63 of Gori N32 Election District, a voter found a signature along his name on the list;
• Chairperson of Saburtalo N3 PEC had several ID cards. Suspension of his authority was demanded;
• In precinct N28 of the Didube N8 District, an IDP was allowed to cast a ballot based on his ID card only;
• In precinct N18 of Krtsanisi District a person whose name was not on the list and did not have a certificate of registration cast a ballot;
• More voters are complaining in election precinct in Germany that although they have been registered with the consulate, their names aren’t on the list. As of now, total of 19 subsequent complaints have been drawn up.
Election precincts were closing from 8:00pm and counting of votes started. It is important that will of voters expressed throughout the day are adequately and accurately reflected in summary protocols following the elections. We call on election commissions as well as political parties and monitoring organizations to do as much as they can for counting of votes in a peaceful environment and in full compliance with law.
