GYLA’s Statement about Panorama Tbilisi

Panorama Tbilisi Project which is supposed to be implemented in the historic part of Tbilisi – on the Sololaki ridge, territory of Freedom and Erekle squares, became topical for the last time. 

Notwithstanding number of TV broadcasts, programs or meeting-discussions, public interest to the issue remains great. The fact that 16 organizations and more that 3900 individuals have joined the petition prepared for the project is one of the demonstrations of great interest. Number of individuals willing to joint the petition increases even more.

In view of above, GYLA opines that due to high public interest to Panorama Tbilisi Project, the Ministry of Economy and Sustainable Development of Georgia should use authority granted by the General Administrative Code of Georgia providing that when decision of the administrative agency concerns wide range of individuals, public administrative proceeding may be applied.

Accordingly, in the case concerned, conduct of administrative proceeding about construction of the planned site and issuing of exploitation permit in the framework of Panorama Tbilisi project ensures on the one hand high transparency of decision-making process and on the other hand opportunity of all stakeholders to participate in the process.
