On May 16, 2014, the Central Election Commission (CEC) considered the complaint submitted by GYLA, which related to the alleged fact of use of the administrative resource by the Tbilisi Mayor’s Office.
Verbal hearing resulted in CEC upholding GYLA’s complaint. According to the decision of the CEC chairperson, the administrative violations’ protocol was applied against the Mayor’s Office in relation to this case. The protocol was filed on the facts described under the sub-paragraph “b” of the first paragraph of the Article 48 of the organic law of Georgia on the “Election Code” and sub-paragraph “a” of the first paragraph of the Article 49, which, according to the Article 88 of the same Code prescribes sanctions against a violator.
This protocol, along with the appendices, will be forwarded to the Tbilisi City Court for further reaction.
According to GYLA’s statement, the press-division of the Tbilisi Mayor’s Office actively disseminated the information among the media outlets, sending them information on the pre-election campaign meetings and other activities of the Tbilisi Mayoral candidate of a political union – “United National Movement”, Nika Melia. GYLA’s statement is based on the proper evidence and the information, provided by the information agency “FrontNews”
The information, examined by GYLA reveals, that on April 3, 24 and 29, 2014, the information agency “FrontNews” received the information from the Tbilisi Mayors’ Office, relating to the pre-election activities of the chairperson and representatives of the electoral office of the election subject - “United National Movement”, which represents use of administrative resources by the Tbilisi Mayor’s Office.
