Registration of majoritarian candidates for membership of municipal councils and of mayoral candidates of self-governing cities/communities nominated by initiative groups of voters

By the decision of April 14, 2016,1 the Plenum of the Constitutional Court of Georgia granted the complaint of the Georgian Young Lawyers’ Association and the International Society for Fair Elections and Democracy2, allowing non-partisan persons to run in gamgebeli/mayoral elections on the basis of nomination by initiative groups of citizens.

> What is an initiative group?

- An initiative group is an electoral subject composed of not fewer than five members which is entitled to nominate a majoritarian candidate for the elections of a representative body of a municipality – municipal council – and a mayoral candidate for the elections of the mayor of a self-governing city/community. An initiative group is entitled to nominate only one candidate. A member of an initiative group may not simultaneously be a member of another initiative group of voters.

> Who are independent candidates?

- An independent candidate is an electoral subject who has been nominated as a mayoral/majoritarian candidate by an initiative group.
