The Government is not Making Any Substantial Changes in Rules of Military Voting

We issue this statement in reaction to the new regulations of military voting proposed by the government. We welcome that the draft amendments unveiled by the government abolish the possibility to create special electoral precincts in military units and regulate various matters of military voting in more detail. However, the new regulations substantially fail to remedy the problems in military voting. Military workers who are not registered at their place of deployment will still be able to participate in majoritarian elections, meaning that the risk of manipulating with military votes will remain intact.

NGOs disapprove of the Defense Ministry’s position about special electoral precincts

The following NGOs – International Society for Fair Elections and Democracy, Georgian Young Lawyers’ Association and Transparency International – Georgia, - refuse to accept the offer of the Defense Ministry to visit a special electoral precinct few days ahead of the elections. The special electoral precinct has been established to allow military workers to participate in Gamgebeli by-elections scheduled to be held on January 28.

We, non-governmental organizations comprising the “No to Phobia!” civil platform, condemn the violent action and Armenophobic attitudes displayed by Tamaz Mechiauri, Chairman of the Budget and Finance Committee of the Parliament of Georgia. We believe that representatives of the authorities have an obligation of high tolerance toward any form of public protest, while their public assessments are an object of public interest, which obligates them to refrain from any such expression that contains xenophobic content.

Investigation into the attack of Tabula journalists is inadequate

According to media reports, current and former journalists of Tabula (Irakli Kiknavelidze, Levan Sutidze, Nino Macharashvili and Avto Koridze) were attacked by several unknown individuals and assaulted verbally and physically, destroying inventory of the restaurant where the incident occurred.

GYLA urges the CEC to amend rules of competition for recruiting DEC members

In December 2015, the CEC announced a competition for recruiting DEC members, with the aim of selecting highly qualified individuals to fill 193 vacancies in 65 district election commissions. DEC members will be selected gradually, From January 12 through February 6, 2016. Candidates will be selected for the term of five years and they will be involved in free and fair administration of parliamentary, presidential and local self-government elections in 2016-2018.

The Coalition for an Independent and Transparent Justice Calls for Suspension of the Ongoing Judicial Selection/Appointment Process

The Coalition for an Independent and Transparent Justice was closely observing the process of selection of candidates for the 61 vacant judicial positions taking place at the High Council of Justice. We would like to voice our findings and once again indicate the significant gaps revealed during the interviews with the candidates. On the one hand, these gaps make the judicial selection process unreliable and on the other hand, they raise important questions on whether the process is objective and free of political bias.
