GYLA Election Observation Mission
Georgian Young Lawyers’ Association held press-conference about the June 15, 2014 Local Self-Government Election Observation Mission. Since its establishment in 1994 GYLA has been actively observing the elections of legislative, executive, and local self-government elections. GYLA aims at supporting elections in peaceful, fair environment and unconditional protection of the legislation of Georgia during the electoral processes.
Georgian Young Lawyers’ Association will conduct the June 15, 2014 Local Election Observation in Tbilisi and in 40 districts of 10 regions of Georgia.
Static observers will be designated to the 400 polling stations throughout Georgia. We will observe the processes at the problematic polling stations through the Mobile Group observers in 40 electoral districts. Considering the organization’s experience, our especial attention will be focused on the the precincts, created in the exceptional cases, precincts of the districts in which majority of the population are minorities and the precincts identified as problematic during the previous elections.
GYLA observers will be designated throughout all regions of Georgia and in the following districts:

26. Gardabani;
27. Telavi;
28. Sighnaghi;
29. Akhmeta;
30. Dusheti.
The special Hotline will operate on the Election Day in GYLA, which will provide the citizens with an opportunity to receive legal consultation relating to the voting procedures. The hotline number is: 218-26-11
On the election day, GYLA will run a separate Hotline for journalists and media organizations as well. By calling the hotline number - 230-61- 63 , journalists and media organizations can receive an information and legal consultation on the electoral procedures, Election Day violations and the ways to respond to them. They can also inform us of the Election Day violations.
In addition, visit the www.electionsportal.ge for comprehensive information on the Election Day violations, where you can submit the information on the violations that you identified through filling out the online form or through sending a free SMS to the number 90039.
Throughout the Election Day, GYLA will conduct four press-conferences at the media-center of the NGOs (address: Chavchavadze avenue 23).
The press-conferences will be conducted: at 10:00, at 14:00, at 18:00 and at 21:00. On June 16 GYLA will evaluate the Election Day and will conduct the press-conference at 12:00.
GYLA Observers’ League
On June 13, 2014, the Georgian Young Lawyers‘ Association conducted the presentation of „Observers‘ League“.
The main goal of the “Observers’ League” is ensuring active engagement of the experienced observers of GYLA in the electoral and local self-government reform. We consider that it is impossible to ensure desirable standards of conducting the elections that are important for the country, through the pre-election, election day and results’ summarization period monitoring only. In-between the elections it is necessary to ensure public engagement in the process of improving the legislation, decision-making, awareness-raising and other.
GYLA Electoral-Analytical Database
On the Election Day GYLA Electoral-Analytical Database will collect and analyze the information in real time, through the observers and analysts designated in to all of the regions of Georgia. The members of the “Observers’ League” will make immediate response to any violation, of which they will immediately inform the GYLA Database Operator. Thus, the information is constantly being renewed in the Database.
At any given time GYLA Analytical Center will be aware of the electoral environment in the capital and in the ten regions of Georgia. The public component of the GYLA Electoral-Analytical Database, which will reflect the violations revealed by our observers throughout the Georgia, presented in the breakdown by categories, the information on the complaints submitted as well as the decisions on those complaints will be presented in the Final Report of the GYLA 2014 Local Self-Government Election Observation Mission.
