Evaluation of the June 15, 2014 Local Self-Government Repeat Election Day

From the day of its establishment in 1994, GYLA actively observes the elections of the legislative, executive and local self-governments and aims to support conducing the elections in a peaceful, fair environment and a to support steadfast protection of the legislation of Georgia during the electoral processes.
 
The observers of the organization have observed the repeat elections at the precincts #25 and 57 of the Marneuli district, at the precincts #4, #6, #47 and #52 of the Dusheti district, precinct #1 of the Akhalkalaki district, precinct #22 of the Khoni district, precincts #2 and #5 of the Tkibuli district, precinct #32 of the Zugdidi district, precinct #103 of the Batumi district, as well as the precinct #34 of the Kobuleti district.
 
It should be noted that the repeat elections were conducted in 14 precincts; on the 6 of those precincts the repeat elections were conducted due to the upheld complaints of GYLA.
 
The voting, vote counting and vote summarizing processes were conducted in a peaceful environment and there were no grave violations. The violations mostly had technical nature and GYLA has submitted 2 (1) complaints and 8 logbook remarks on those violations. In all eight cases the remarks of GYLA observers were taken into consideration, so the complaints were not filled. 
 
The complaints and the remarks mainly related to the following violations: 
 
Improper set-up of the polling station – (4 cases) 
Violations relating to casting of lots – (1 case) 
Presence of unauthorized person at the polling station – (1 case) 
Problems relating to the voting through the mobile ballot box – (1 case) 
Improper implementation of the duties of the commission members – (2 cases)
 
After the vote counting and summarizing the results, at approximately 22:40, an incident happened at the adjacent territory of the polling station in the precinct #32 of the Zugdidi district. Specifically, according to the information available to GYLA observer, unknown persons made a gunshot in the air, which resulted in the unrests at the place. According to the information available to our observer, the police has detained 3 persons participating in the incident. 
 
The results of the repeat elections will be reflected in the summary report of the 2014 local self-government monitoring mission. Based on that report, GYLA will address the electoral administration and the government with the recommendations to conduct the elections in a more democratic, free and fair environment.
