GYLA continues to monitor the course of election day at 36 Election districs in Tbilisi and regions.
At 20:00 polling stations have been closed and vote counting has started.
From 18:00 to 21:00 GYLA observers have detected the following violations:
Balloting instead of another person
At #66 precinct of Batumi District, signature has already been placed across voter’s name.
Problems regarding voter list
According to information reported on GYLA hotline, Saburtalo District voter, Giorgi Berulava was unable to ballot, as he was considered legally incapable by mistake and was omitted from a voters’ list. In view of this, he was deprived of the legal right to vote. He states, that the court has provided CEC with the false information.
Procedural violations connected to balloting with a mobile box
At #11 precinct of Baghdati District, commission members sent 24 ballot papers with a mobile box. 20 voters balloted, however 3 pieces of unused ballot papers have been returned, instead of 4 pieces. According to statements of the commission members, the ballot paper has been lost. GYLA’s observer drafted a complaint on the fact and demanded disciplinary responsibility a gainst commission members.
Balloting with irrelevant documentation
At #97 precinct of Gori District, an attempt to vote with the copy of ID Card has been detected. Upon the remark of GYLA’s observer, the fact has been eliminated.
At #100 precinct of Gori District, the similar violation has been revealed. Internally displace person had an attempt to ballot by IDP card only. The fact has been eliminated.
At #10 precinct of Martvili District, voter balloted without his/hers ID Card, he was assisted by the commission members in that. GYLA observers drafted a complaint on the fact and demanded, that commission members were charged with disciplinary responsibility.
Up to now GYLA’s observers have already drafted 30 pieces of complaints and registered 47 remarks in the special log book.
From the date of its establishment in 1994, GYLA is active in monitoring legislative, executive and local government’s elections and stives to support conduct of elections in a peaceful and fair environment with observance of Georgian legislation.
On October 27th, the Presidential Election Day , GYLA will have more than 400 observers at 36 presincts of Tbilisi and 8 regions.
On-site observers are placed throughout the whole territory of Georgia in more than 220 polling stations, whereas mobile groups are observing 36 polling stations. GYLA is also monitoring the special polling stations, in the districts of ethnic minorities and polling stations of those districts where gross violations were reported during previous elections.
It should be noted that a hot-line is operating on the election day through which both citizens and journalists can get legal consultations about polling procedures.

GYLA plans to organize two more briefings on the Election Day observation results at the NGO Media Center (at the address: 34/36 Kobuleti Street).
On October 28th GYLA will sum up the election observation results at the briefing scheduled at 12:00 p.m.
